Project Description:

The Technical Policy Committee has identified the initiative of the creation of a NZ based Certification Authority (CA).

This project will scope the creation of a CA. Scoping outputs will include: key stakeholders, CA options, potential uptake, revenue models, cost of development, contributors to development.

Project Budget:

$50,000 has been budgeted for the Certificate Authority project in 2008/09.

Overall Progress Summary:

In 2007, Liverton was selected as CA scoping contractor. They completed their scoping report in December 2007, and subsequently wrote a 'strawman' document.

The strawman is intended to be discussed at a workshop, preferably held jointly by InternetNZ and the SSC.

Activities Planned for November / December 2008:

  • Await completion of outstanding CA action points from 25 February 2008 and 5 May 2008 Tech-Pol meetings.

Project History:

October 2008:

  • Followed up with the owner of the outstanding APs on a time-frame for getting these completed. 

June 2008:

  • Discussed next steps re: strawman workshop at Tech-Pol Committee. Full details at the following link:

February 2008:

  • Received Liverton strawman document, depicting various establishment scenarios.

January 2008:

  • Received Liverton's 2nd draft, incorporating feedback from the State Services Commission (Received 14/1/08).
  • Provided Liverton with InternetNZ's technical feedback on the draft report.

December 2007:

  • Received Liverton's scoping report (Draft 1).
  • Tech-Pol Committee discussed the draft, identifying several areas that could be improved/expanded upon.

October - November 2007:

  • Liverton scoping.
  • Finalised Terms of Reference and contract with scoping contractor Liverton.

August - September 2007:

  • Met with scoping contractor to flesh out the scoping requirements. They are to revise their original scoping proposal.

May - July 2007:

  • Proposal received from potential scoping contractor in May reviewed.

April 2007:

  • Initiated discussions with possible contractors for scoping exercise.

November 2006 - March 2007:

  • Project 'On-Hold'.

August - October 2006:

  • Meeting with MSD to discuss their requirements for CA.

  • Ongoing liaison with State Services Commission.

  • Discussions with DNC, NZRS and contractor to MSD re: their needs for certification.

June - July 2006:

  • Workshop of interested stakeholders (DNC, NZRS) held.

  • Overview paper of Certification Authorities produced and distributed.

  • M Wallmannsberger and C Jackson met with Peter Gutman.

  • Ongoing liaison with State Services Commission.

April 2006:

  • Meetings and discussions with SSC personnel re: DNSSEC and related CA component.
